On behalf of the Ministry of Economic Cooperation and Development (BMZ) we have been developing a Master program focused on Evaluation in cooperation with the German Society for International Cooperation (giz) and Ugandan Universities. The curriculum for the Master of Evaluation which is offered at Saarland University, serves as a template as regards content for this endeavor. This Master program which has been designed in a blended-learning format, allows for time- and place-independent studies of evaluation and can thus make an important contribution to professionalizing evaluation in developing countries. Two modules of the Master program have been tested in Uganda. After the successful pilot stage, the Master program “Monitoring and Evaluation” will be offered at Uganda Technology and Management University, as of September 2015. The modules of the Master of evaluation shall shortly be introduced and tested in Latin America as well, after they have been translated to Spanish.
