In 2016, the Federal Foreign Office (AA) initiated a new communication strategy on refugees and migration abroad. This consists of direct communication activities such as its own website and information on social media channels on the one hand and indirect communication work through project funding of partner organizations on the other. The aim of these efforts is to contribute to a better information base on refugees and migration abroad and to strengthen humanitarian and international law principles in the course of this.

The objective of the evaluation is to evaluate the achievement of objectives, effectiveness, cost-effectiveness and sustainability as well as impacts of the funded projects and the direct communication services offered by the AA, and on this basis to derive recommendations for future funding and strategy development. At the same time, the funded projects should be supported in the development and implementation of an impact-oriented monitoring of their projects. The evaluation contains summative and formative elements. In this way, the evaluation is intended to support AA-internal learning in the field of communication strategy on the one hand and to provide transparent accountability on the other. >/p> From a methodological point of view, a comprehensive mix of qualitative and quantitative methods of data collection and analysis will be combined. This ranges from document analyses to various forms of qualitative and quantitative surveys as well as focus group and guideline interviews to participating observations. This will be complemented by an experimental survey design using an online survey instrument, which will provide insight into the cause-effect relationships of the strategic communication of the AA.

In 2019, 25 refugee projects are being supported by the Representative of the Federal Government for Migration, Refugees and Integration in three areas, i.e. strengthening volunteers in refugee assistance, empowerment and prevention of violence, and political and social participation. The funding aims at contributing to an improved integration of refugees in Germany. The goal of the evaluation is to assess the goal achievement, efficacy and efficiency of the funded projects and to develop recommendations for future funding of such projects. At the same time the evaluation shall support the projects in setting up and implementing a results-based monitoring system. The evaluation is designed as an accompanying evaluation with formative and summative elements. It also involves a capacity building component. In terms of methodology, the evaluation will rely on a mix of qualitative and quantitative data collection and analysis methods. Among others, a document review, guided interviews, focus group discussions as well as an online survey are planned.
